The Standards Australia published the latest standard, AS/NZS 62368.1:2026 – Audio/video, information and communication technology equipment – Part 1: Safety requirements, on March 6, 2026. The standard took effect immediately and is aligned with IEC 62368-1:2023 (Edition 4.0). The new edition will run in parallel with the previous version, AS/NZS 62368.1:2022 (IEC 62368-1:2018), during a three-year transition period to support industry adoption. After the transition period, only applications supported by test reports based on AS/NZS 62368.1:2026 will be accepted.

Certificates issued under AS/NZS 62368.1:2022 will remain valid until their original expiration dates.

The Cyber Security (Security Standards for Smart Device) Rules 2025 commenced on 4 March 2026, following a 12-month transition period. These Rules introduce mandatory cyber security standards for most smart devices acquired in Australia by a consumer.

Scope:

Most smart devices manufactured on and from 4 March 2026, and intended for personal, domestic or household use, must now meet new minimum cyber security requirements.

Devices excluded from the Rules include:

-desktop computers

-laptops

-smartphones

-tablet computers.

Products manufactured before 4 March 2026 are not required to comply with the security standards, as the security standards were not in effect on their date of manufacture. The obligation on suppliers to not supply non-compliant products will apply to products required to comply with the security standards.

本指南规范 IS/IEC 62368-1:2023 标准下之 BIS  CRS认证系列划分原则：

•家族与抽样：单一系列上限 10 个型号，每 10 款抽 1 款测试  (特定产品类别另有明确规定者除外)。必须以安全设计最恶劣之「最坏情况配置」作为主检型号 。

•外壳一致性：防火与绝缘外壳材料必须相同 。允许微小尺寸或按键位置变更，但安全距离与结构完整性不得劣于主检型号 。

•能源与冷却：绝缘等级与能量源分级（ES/PS/TS）必须一致 。风扇主动冷却与散热片被动冷却不可混编 。

•供电与电路：市电、外接电源、纯电池供电不得混编 。关键充电电路与 BMS 参数之 PCB Layout 必须相同 。

•排除与组件：智能手表有无 SIM 卡、设备有无屏幕/触控皆须拆分系列 。成品内含之受控关键零部件必须独立取得 CRO 注册 。

On May 20, 206, India Meity published the ⟪Series Guidelines for product falling under  "IS/IEC 62368 : Part 1: 2023"⟫ with immediate effect.

This summary outlines the series grouping guidelines under IS/IEC 62368-1:2023 for BIS CRS certification:

•Family & Sampling: A maximum of 10 models per series is allowed, with 1 sample tested for every 10 models, unless there is a specifically prescribed for a particular product category.  The worst-case configuration must be selected as the lead model.

•Enclosure Uniformity: Materials for fire and electrical insulation enclosures must be identical. Minor dimensional or button location changes are permitted if safety distances and structural integrity are maintained.

•Energy & Cooling: Models must share the same class of construction and energy source classifications (ES/PS/TS). Active fan cooling and passive heatsink cooling cannot be grouped together.

•Power & Circuits: Mains-operated, external-source, and battery-powered configurations cannot be mixed. Power management, charging circuits, and BMS parameters must share the same PCB layout.

•Exclusions & Components: Smartwatches with/without SIM, or devices with/without displays or touch features must be split into different series. All notified critical components require independent CRO registration.

1.证书效期与缴费模式变更: 首发与续展证书之有效期限延长至最高 5 年，但全面强制改为「按年预付费制」，持证人必须在每年的截止日前提前缴纳年度规费。

2.取消通知宽限期: 取消过往证书暂停前 21 天的书面通知程序。一旦逾期未缴纳年费，证书将直接无预警自动暂停。

BIS Issues Conformity Assessment Amendment Regulations, 2026

On February 26, 2026, the Bureau of Indian Standards (BIS) released the official gazette notification of the "Bureau of Indian Standards (Conformity Assessment) Amendment Regulations, 2026." Two critical updates are outlined below:

1.Change in Validity and Payment Mode: "The licence shall be granted initially up to five years."; "The requisite fee shall be paid in advance on an annual basis before the due date."

2.Elimination of Notice Period: "...except for the cases where licence shall stand suspended due to non-payment of annual fees for which, the provision of regulation 8 shall apply."

On May 8, 2026, India published the⟪ Air Conditioner and its related Parts, Hermetic Compressor and Temperature Sensing Controls (Quality Control) Amendment Order, 2026⟫.  It exempts the specified goods from BIS certification when imported by a local manufacturer of air conditioning and refrigeration equipment and related parts for the purposes of its own manufacturing. The exemption criteria for products and their imported volume (ranging from 30% to 100% based on FY 2024-25 imports) refer to the TABLE in the Order.

The exemption is effective from May 8, 2026, until March 31, 2027.  The local manufacturer shall maintain a monthly record of Goods or articles specified in column (1) of the TABLE and furnish the same to the authorities concerned in their letter head signed by its authorised signatory, and shall also submit a plan for indigenisation of Goods or articles to the Central Government.

MeitY has issued an important amendment to the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021. The key change is in S. No. 50 of the Schedule. Earlier, the notified product category was only “USB Type External Hard Disk Drives”. It has now been replaced with the broader term “Standalone Hard Disk Drives”.

The notification makes an important distinction:

•USB Type External Hard Disk Drives will continue to be governed by the existing notified provisions.

•All other standalone HDDs will come under the Compulsory Registration Order with effect from 5th November 2026.

India publishes Notice on  MTCTE Certification of 5G Core Nodes. The approval of competent authority is conveyed for submission of test reports from the TEC designated CABs in respect of the designated parameters of completely Virtualized/Software based 5G Core Nodes w.e.f. 01.07.2026.

For the other parameters, the applicant needs to upload Self-Declaration for Conformity against the applicable parameters of Essential Requirement (ER) on the MTCTE Portal, until further order. The said parameters shall be treated as Exempted.

The National Center for Communication Security (NCCS) of India issued an Office Memorandum on March 27, 2026, which expands the Scope of CSR (Communication Security Requirements) Testing to include Group VI devices and IoT ITSARs.

The three IoT ITSARs/devices viz. Vehicle Tracking Device, Smart Electricity Meter and Feedback device are grouped as Group VI. This group also shall be considered by SLR division for designating the TSTLs against a group of ITSARs/devices for CSR testing.

The Ministry of Communication and Digital Affairs of the Republic of Indonesia (KOMDIGI) officially issued Regulation No. 8 of 2026 (PERMEN NOMOR 8 TAHUN 2026) concerning the Table of Radio Frequency Spectrum Allocations for Indonesia on February 24, 2026.

This regulation came into effect immediately upon its issuance on February 24, 2026, officially replacing the previous spectrum allocation table. This update was primarily implemented to align with the latest international spectrum regulations, introducing modifications to specific band allocations and corresponding footnotes.

On April 23, 2026, Indonesia's Ministry of Communications and Digital Affairs (KOMDIGI) officially launched the auction of spectrum for the 700MHz and 2.6GHz bands. This spectrum auction will be used for 4G/5G networks, with the following frequency bands:

*700MHz band (low frequency band, uplink 703-378MHz / downlink 758-793MHz): will be used to expand network coverage and improve signal quality in rural areas.

*2.6GHz band (mid-band, 2500-2690MHz TDD): This band is dedicated to high-capacity data traffic, aiming to improve network service quality in urban areas.

Saudi Arabian Standards Organization (SASO) has adopted the 4th edition of IEC 62368-1, as published on the platform.

As per the technical regulations, the applicable standards should align with the latest published editions.

The 3rd edition of IEC 62368-1 (IEC 62368-1:2018) will continue to be accepted until further notice.

Accordingly, test reports based on IEC 62368-1:2018 can be accepted for the time being. However, updated test reports in accordance with the 4th edition must be provided during the PCOC renewal process.

As per the latest clarification received from Spectrum Management, TRCSL has informed that, until further notification, the issuance of Type Approval Exemption Letters is currently on hold.

*对于手机基站等ICT产品，近期仍须依据原有的30/2011/TT-BTTTT执行；预计MST将在2026年7月1日前发布新的通告取代30/2011/TT-BTTTT，或发布关于风险等级管理产品清单的新通告，新通告预计将正式废止30/2011/TT-BTTTT，标志着ICT产品认证管理权正式移交给STAMEQ；

*合规评估原则基于产品风险等级和QCVN中所示的TAC方法。依据方法2、3、5、6新签发的TAC有效期由3年变更为5年；其中方法5被定义为型式试验+生产过程评估，强化了对生产体系的审核要求，也即要求工厂检查；

On April 9, 2026, the Ministry of Science and Technology (MST) of Vietnam issued a notice on the new version of the compliance guidelines (14/2026/TT-BKHCN). The main contents of the notice:

*The notice will take effect from May 25, 2026; Existing Type Approval Certificates (TACs), Declarations of Conformity (DoCs) and Marks of Compliance can continue to be used for the duration of their validity;

*For ICT products such as mobile phone and base stations, the original 30/2011/TT-BTTTT must still be implemented in the near future. It is expected that MST will issue a new notice before July 1, 2026 to replace 30/2011/TT-BTTTT, or issue a new notice on the list of risk level management products, which is expected to officially abolish 30/2011/TT-BTTTT, marking the official transfer of ICT product certification management rights to STAMEQ

*The compliance assessment principle is based on the product risk level and the TAC method shown in the QCVN. According to methods 2, 3, 5, and 6, the validity period of the newly issued TAC has been changed from 3 years to 5 years; Method 5 is now defined as type test + production process evaluation, which strengthens the audit requirements for the production system, that is, requires factory inspection;

*For Declarations of Conformity (DoC), applicants need to obtain a conformity assessment notice from the national standards, metrology and quality database under the National Committee for Standards, Metrology and Quality (STAMEQ) under the MST;

*Allow electronic compliance labeling (eLabel);

*Added a new self-assessment report format with TAC and report issuer information.

EAEU publish amendment to Technical Regulation TR CU 010/2011 on Machinery. The amendment mainly focus on regulated product scope and requirements for self-propelled vehicles and special-purpose trailers.

New parallel import rules will come into force on May 27, 2026, and they have been approved by Order of the Ministry of Industry and Trade No. 4769 dated September 26, 2025.

Optical, photographic, cinematographic, measuring, control, precision, medical instruments and devices were added to the list of parallel imports.; toys, games, and sports equipment.

Excluded from the list of parallel imports are computer and computing equipment brands ACER, ADATA, AIC, APACER, ASUS, AToS, CISCO, Compal, FUJITSU, HEWLETT PACKARD(HP), HITACHI, HPE, HYNIX, IBM, and others (HS codes EAEU Foreign economic activity 8471 49000 0 and 8471 70).

To import the excluded equipment, you need permission from the copyright holder or delivery through an authorized distributor in Of Russia. The reason for the exclusion of computer equipment was the development of Russian production and the protection of domestic manufacturers.

Important conditions remain in force:

*compliance with EAEU technical regulations;

*certificates/declarations of conformity;

*product labeling;

*if necessary, notification of the FSS and the license for the import of radio-electronic and high-frequency devices;

*the importer/seller is responsible for the guarantee and safety of the goods.

The notified draft Mexican Official Standard establishes the power and power consumption values that are to be met by microwave ovens with grills, combination microwave ovens and similar appliances, along with applicable test methods and labelling requirements.

Mexico published draft Mexican Official Standard PROY-NOM-037-ENER-2025, Energy efficiency of commercial washing machines and washer-dryers.

The notified draft Mexican Official Standard sets out the minimum Modified Energy Factor (MEF) and annual electricity consumption for automatic commercial washing machines and washer-dryers, and establishes the Integrated Water Factor (IWF). It is mandatory throughout the country for appliances designed for commercial use, such as those found in laundrettes and residential complexes, that accept coins, cards or other forms of payment and have a maximum capacity of 226.5 litres.

The notified draft Mexican Official Standard establishes the minimum integrated efficiency levels that are to be met by electric water heaters for household and commercial use, and the test methods to be used to verify compliance, and defines the relevant user information labelling requirements.

巴西 Ordinance No. 231/2026 (2026年4月13日第231号法令) 是由巴西计量、质量和技术研究院 (Inmetro) 发布的针对LED灯和LED灯具的统一技术法规。 该法规自发布之日起生效，设定了分阶段合规过渡期: 制造商/进口商需在18个月内全面符合新规，此后6个月起仅允许销售合规产品；经销商/零售商过渡期为‌48个月。同时旧法规Ordinance No. 69/2022将在48个月后废止‌。

Ordinance No. 231 of April 13, 2026 issued by INMETRO, which approves the Technical Quality Regulation and the Conformity Assessment Requirements for Lamps and Luminaires with LED Technology, is in force in Brazil.

The 18-month period, counted from the effective date of the ordinance, applies to manufacturers and importers, who must implement requirements and fully align products with the technical standards. 6 months after the 18-month period,  to sell only compliant products in the Brazilian market. The 48 months period, counted from the enforcement date of this ordinance, applies to distributors and retailers, who must only sell LED lamps and luminaires that comply with this regulation. Ordinance No. 69 (2022) will be revoked after 48 months.

The Ordinance covers LED lamps and luminaires, and makes significant adjustments in terms of scope of application, technical requirements, conformity assessment, marking and packaging, etc.

The Bureau of Standards, Metrology and Inspection (BSMI), under the Ministry of Economic Affairs (MOEA), has revised inspection requirements for lighting products, expanding the scope to include motion-sensor lamps and camping lights. Updated requirements cover fixed and portable luminaires, string lights, and altar lamps, incorporating revised CNS safety standards, blue-light hazard assessments, LED driver requirements, lithium battery safety testing, and RoHS labeling obligations. Additional performance requirements for reading lamps, including flicker and illuminance controls, have also been introduced to enhance product safety and quality.

1. Regulatory Basis and Background: This control measure is based on Singapore's Environmental Protection and Management Act (EPMA) and the international Minamata Convention.

2. Controlled Products and Phased Phase-out Timeline: The document identifies six mercury-containing fluorescent lamp products to be controlled and outlines a two-phase phase-out:

Phase 1 (from January 1, 2027): The import, export, and manufacture of the following four categories of products will be prohibited:

• Compact fluorescent lamps with a power output greater than 30 watts.

• Compact fluorescent lamps with non-integrated ballasts of specific specifications (≤30 watts, mercury content ≤5 mg/lamp tube).

• Halogenated phosphate linear fluorescent lamps (subdivided by power).

• Halogenated phosphate nonlinear fluorescent lamps.

Phase Two (effective January 1, 2028): The import, export, and manufacture of the following two categories of products are prohibited:

• Linear fluorescent lamps using tri-phosphor powder.

• Non-linear fluorescent lamps using tri-phosphor powder.

Inventory Handling: Inventory of the above-mentioned products imported before the two specified dates may continue to be used and sold locally until cleared.

3. Customs Code and Product Code Updates: To align with the new control measures, the NEA has updated the customs codes and product codes for the relevant products.

4. Revision of Existing Controlled Product Codes

Korean Agency for Technology and Standards (KATS) Announcement No. 2026-158 - Administrative Notice of Proposed Amendments to Three Electrical Appliance Safety Standards.

1. Reason for the Amendment: To comply with the Minamata Convention (an international environmental treaty), certain requirements regarding mercury content in the safety standards for lighting equipment are being revised.

2. Key Amendments:

According to the "Announcement of the State Administration for Market Regulation on Adjusting the Certification Mode of Some Products in the Compulsory Product Certification Catalogue" (Announcement No. 57 of 2025), 11 compulsory CCC Approval Implemenation Rules have been released, effective July 1, 2026.

These include small power motors, power tools, vehicle travel data recorders, etc.

新加坡发布通函阐明《消费者保护 (安全要求) 条例》(CPSR)下电炉灶的测试、认证和注册要求。

经与技术专家及合格评定机构磋商，新加坡消费者保护办公室 (CPSO) 认定，现有的家用电炉灶相关国际标准未能充分解决电炉灶特有的安全风险。因此，与其他同类电器不同，电炉灶不符合安全标志注册条件，不得在新加坡销售。

This circular provides clarification on the testing, certification, and registration requirements for electric fire stoves under the Consumer Protection (Safety Requirements) Regulations (CPSR).

Following consultation with technical experts and conformity assessment bodies, the CPSO has determined that existing relevant international standards for household electrical cooking appliances do not adequately address the unique safety risks posed by electric fire stoves. Unlike other appliances in this CG category, electric fire stoves are therefore not eligible for Safety Mark registration and cannot be supplied in Singapore.

CPSO will continue to monitor international standards development and will review its regulatory position should suitable safety standards that adequately address the relevant risks become available.

2. Main Contents:

- Amendment to Appendix 2 regarding the standard for tablet computers (screen diagonal length): Tablet computers (limited to those with a screen diagonal length of 20 cm or more; even those with voice call functionality are considered tablet computers.)

- Amendment to Appendix 19 regarding the test items for self-inspection of cell: Crush test (applicable only to Cell )

1. Reason for Amendment: To expand the scope of safety management coverage for electric vehicle (EV) chargers.

2. Main Contents: To expand the scope of safety management for EV chargers subject to the Safety Confirmation requirement, by increasing the applicable rated output capacity from 200 kVA or less to 500 kVA or less.

The Bureau of Standards, Metrology and Inspection (BSMI), under the Ministry of Economic Affairs (MOEA), has proposed amendments to inspection requirements for power supply equipment and information technology products, covering EV charging equipment, battery chargers, UPS systems, and various power adapters. Key revisions include the introduction of type-approved batch inspection schemes, updated CNS safety standards, enhanced cybersecurity requirements, and revised RoHS labeling obligations. Existing IEC or previous-version test reports may be converted through supplementary difference testing to facilitate regulatory transition.
